Taking steps to enhance preparedness and response for emergencies is a vital component of global activities aimed to increase the resilience of the international community on individual, environmental, societal, economic, and political levels.

Human resources, funds and substantial efforts have been invested in recent decades to reduce the risk of natural and human-made disasters. Today's ongoing crisis, resulting from the COVID-19 pandemic, clearly presents the crucial need for knowledge, skills, and leadership in the field of emergency preparedness and response. The United Nations has even defined the topic of emergency and disaster management a global "flagship issue."
